At Pet-Inclusive Housing Initiative (PIHI), we know that housing barriers are one of the most significant drivers of pet relinquishment. We’re proud to release a new report in partnership with Home To Home that brings new data, insights, and approaches to this urgent issue: Housing Instability & Pet Rehoming: A Collaborative Analysis.
In 2025, PIHI and Home To Home set out to better understand how housing challenges impact pet families at the moment they are most at risk of separation. By combining improved data collection with targeted, real-time housing resources, this partnership reached tens of thousands of pet owners navigating difficult housing decisions.
What we found is both sobering and hopeful.
Housing-related issues account for 21% of pet rehoming cases, putting more than 20,000 pets at risk of losing their homes. Yet these challenges are often structural rather than behavioral and therefore preventable. With the right tools, information, and support, people and pets can stay together.
Through this collaboration, pet parents received tailored resources, including guidance on fair housing rights, accommodation requests, and strategies for finding pet-inclusive housing at exactly the moment they needed them. The result? Housing-related cases achieved an approximately 85% success rate, on par with overall rehoming outcomes.
Just as importantly, engagement with these resources was strong, underscoring a clear demand for practical, accessible housing support.
This report demonstrates a powerful truth: When families have access to timely, relevant resources, they are far more likely to keep their pets.
As housing instability continues to impact communities nationwide, this partnership offers a scalable model for how data, technology, and collaboration can drive meaningful change. Our hope is that it inspires continued investment in pet-inclusive housing solutions so that fewer families are ever forced to choose between a home and the pets they love.
