By The Pet-Inclusive Housing Initiative
For millions of renters across the United States, pets are more than companions; they are family. Yet outdated, restrictive housing policies continue to separate families, fill animal shelters, and create unnecessary hardship for pet owners.
That’s why the team at Michelson Found Animals’ Pet-Inclusive Housing Initiative (PIHI) is proud to release the Pets & Housing Data: 2025 Edition, a comprehensive national dataset on the intersection of pets and rental housing.
Drawing from proprietary research and nationwide housing data, this report clearly outlines the challenges pet-owning renters face and the policy solutions needed to create truly pet-inclusive communities.
Key Findings from the 2025 Edition
- State-by-State Pet Access Varies: Access to pet-friendly rental housing ranges dramatically, from just 39% of properties in Hawaii to 91% in Texas and Arizona, revealing significant geographic disparities.
- Renters Face a Policy Mismatch: 72% of renters report difficulty finding pet-friendly housing, and 59% say it’s unaffordable, despite 76% of housing providers identifying their properties as pet-friendly.
- The “Pet-Friendly” Illusion: While 79% of rental properties claim to allow pets, fewer than 10% qualify as pet-inclusive, with no breed or weight restrictions and reasonable or no pet fees.
- Pet-related Housing Barriers Often Force Impossible Choices: More than 80% of dog owners reported difficulty securing housing, leading many to rehome their pets, misclassify them as emotional support animals, or hide them – outcomes that underscore the urgent need for more pet-inclusive rental policies.
- Pet-Related Fees Are the Top Barrier: Across all income levels, monthly pet rent is cited as the most burdensome cost. Overall, 69% of pet-owning renters report fees as a key barrier to securing housing.
- Emotional Support Animal (ESA) Trends Reflect Housing Gaps: 41% of ESA designations were at least partly motivated by housing needs, and nearly half of ESA owners cited size or breed restrictions as their primary reason.
Why This Data Matters
The message is clear: pet-inclusive housing often falls short of what modern renters – and their pets – need. At Michelson Found Animals, we believe that reframing outdated pet policies isn’t just a moral imperative; it’s an economic and operational opportunity for housing providers and policymakers.
As Dr. Gary K. Michelson, our founder, puts it:
“One of the most important things we can do to help keep families together is to open up housing for people who want to have pets and empty the shelters. This report lights the way forward.”
This report isn’t just numbers; it’s a roadmap for action. Whether you’re a renter, housing provider, advocate, or policymaker, the data provides the foundation for creating compassionate, inclusive, and stable housing for families and all their members, including pets.
Be Part of the Solution
The numbers are clear: restrictive pet policies in housing are separating families. Use the data. Change the system. Build truly pet-inclusive communities.
